Default Table cell alignment not working

I am working in MS Publisher 2013 and have inserted a table. I wish to align the data in the cells, but when I select a column of cells and go the the Align function in the Layout tab in Table Tools all the options (align right, align left...) are grayed out. It is possible to align the data in cells in a table, right? What is it that I need to know?

Default A work-around

I haven't figured out why the Table Tools function isn't working, but a friend discovered that I can align the data using the Paragraph functions in the Home menu, so I am able to accomplish the task. If anyone knows if there is a "secret" to making the Table Tools functions work I would still love to hear it.
