Default Clueless, please help!

I am a complete newbie, so please excuse my ignorance!

I'm use MS Project 2007

Is there a way to do resource allocation for my entire staff on all their projects in one "ms project"?

In other words, lets say I have 4 + 12 projects for next yr. Proj 1-4 I know will start up and end every 3 months the other 12 each month. Now then, let's say I have 2 resources to work on my projects. The begin and end dates don't change, but I know X effort on projects 1-4 will take 60 hours. This could be spread out between 1 or 4 resources I just know it takes 60 hours and projects 5-16 take 10 hours.

So let’s say:
Proj 1 (Jan 1 - March 31)
Task X = (60hrs) Must start after Jan1 but end before March 31
I want to split this task into 3 individual efforts of 20hrs spread out during the project timeline and i want to split those efforts up between 2 resources @ 10hrs a piece.

Before I get into any further detail - how do I set that up?

Q: How do I define the number hours a resource is actually available a day?

Then

I have Proj1 Start Jan 3 - Finish March 31
Task 1 - for resource 1 - part 1 = 10hrs
*I want to make start date Jan 5th. But when i do that it changes my project start date to Jan 5th?
