Question problem of assigning rates to resources

Hello!
I ask for help in solving the problem of assigning rates to resources. I would be grateful for your help and advice!

Problem: it is necessary to maintain the rates of employees on different projects in MS Project Server 2016. There is a need for the same resource to set a different rate on different projects. In other words, a person can work on project A with a rate of, for example, $7, or maybe on project B with a rate of $8. He can work on two projects at the same time.
The expiration date of the bid will not help in this case. Maintaining a table of cost rates also does not solve the problem, firstly because there are only 5 of them, and secondly, because in one project it is possible to set different rates for one resource, which is unacceptable within one project.
