Default tracking progress - percent complete of a task started earlier than scheduled

Hi,
I am trying to track changes on a construction project.
I have a task that was originally scheduled to start in approximately 3 weeks, however we started this whole task early and I have partially completed one sub-task.
it will not allow me to track it at 20% complete. I even put in the actual start date which was a week ago, but it will only let me make it 100% complete or 0% complete.

using MS project 2010.
