Default Task - Finish to Finish Not Updating

I have a milestone task (#1) that represents Project Complete. A second task (#2) representing a particular level of effort whose duration is the length of the project.

I've set the Project Complete (#1) task as a predecessor to the LOE task (#2) with a finish to finish dependency.

As the project has progressed the project complete date has slipped and the LOE task increased in duration (as expected).



After a recent change in project scope the project complete date has pulled in changing the project complete date from November to October. In this instance the finish date for the LOE task did not update and remained in November.

I've tried changing the LOE task from Fixed Duration to Fixed Units and Fixed Work (after progress has started) and this did not provide the result I was looking for.

Not sure why this is and is there a way to have the LOE task finish date automatically update to agree with the project complete task date?
