Project & Outlook
To receive notification of a new task assigned to them via Outlook, and be able to respond, does the end user have to have MS Project installed on their computer? |

There is no out of the box integration between project and outlook unless you are using Project Server. Are you using Project Server?

You may find a third-party (non-Microsoft) product that provides the integration. I'd try a search in your favorite search engine, the review the specifications you have with what the offerings can do. I don't have any direct experience with any packages.
