In Project 2013, how do you set the start date for the ordinal labels when you want them to start after the first activity? In previous versions of Project I used to change the Project Start Date and constrain the earlier tasks, but that doesn't work in version 2013.

I'm afraid I don't know what you mean. You still set the start date of the Project in Project Information. Create the links to the first activity.

Hi, see the attachment for a specific example. I am trying to make it such that the W1, W2 count starts on the 20/06/16 because that's when the contract period starts. In the live screen the W1 starts at 06/06/16, even though I have set the Project Start date at 20/06/16 - see Figure 1.
Since the first forum mail, I have found that the W1, W2 moves to where I want it (20/06/16) in the Print Preview screen, as per Figure 2. This gives me my solution. Ideally the live screen would match the print preview screen, but I'm not going to quibble.

Reading between the lines. You need tasks to appear in the Gantt chart before the start date of the project. You'd like those tasks to appear as -W1, -W2 on the Gantt chart.
I just tested with Project 2013 Pro 15.0.4823.1000 and they appear as you need in both Print Preview and on screen. What release of Project are you working with? An update may be in order:
