Default Start & Finish Date/Time

How do you change a template so the date/time are the same for start and finish when no tasks are entered... If I start a new project and check the "Show project summary task" the start and finish date/times are the same and finish time changes as tasks are added... MY (inherited) template shows...(example) start date/time as 4/12/16 8:00am and finish date/time 4/13/16 8:30am and no tasks are entered.. How can I correct this so the finish date/time grows as tasks are added...
