Why is there no work on Task B during the time Task A is being carried out? There is a worker available.

How many Worker resources do you have? Resource Leveling in Project will never change assignment units. If you have 200% of workers and you have 200% assigned to Task B - Project will not drop assignment units to 100% during the time of Task A then increase it to 200% later on. You can manually contour resource assignments but Resource Leveling will not.
