Default Can't update % Complete

Why, when updating a plan, does MS Project sometimes not let me update the % Complete column? Sometimes if I try to type in 50% because the task is half finished, it forces the value to 0% and sometimes to 100%. What is going on in these cases?

Thanks - Rowan

This is often due to fixed duration tasks and resource assigned with non-working time in the schedule.
