New to the site and MS project

I am trying to tie my location on the first floor to a total duration. I want to be able to change a start date and have all of the locations change dates

All Plumbing Rough in on 1st floor - All HVAC Rough in on 1st Floor - I have 3 locations on the first floor – Lobby Registration – Entry Vestibule – Concierge Etc
Per total location area (see Example) can this be done in MS Project

I'm sorry your post is exceptionally hard to follow. It appears as through everything is linked to task 47. So yes, if the schedule for task 47 changes, all successors would change automatically (assuming you have not typed in dates and are using auto-scheduled tasks.)
