Default Task split between two resources, but not equal effort


I have a task that is 16 hours and two resources are assigned.
Karen is doing 20% of the task, Raj is doing 80%. I thought this have Raj doing 12 hours of work and Karen 4 (round to whole #'s to make it easier).

However when I run a report, the task is still equally split.

Did you assign karen at 20% and Raj at 80%? How did you assign the resources? What report are you running?
