Default How to change number format of dates

Hello,
I would like to change the number format of dates. Right now they show just month and day. I want it to show year too. How can I do it?

How about if I wanted only the summary task at the very top show it that way(month, day, year) and everything else below it remain the same?

The date display is controlled through Tools > Options, View tab. Short of custom fields to show dates formatted differently in different fields, you cannot accomplish your second request.

You can have different views with difference date formats by changing the table definition. Choose View > Tables, More tables, select the table and edit to see the Table Definition dialog.
