Default Linking predecessor twice

May be it is a redundant question but I can not find the solution. I was going to link placing of formwork for footings and then placing of reinforcing steel. Now, I said that the reinforcing steel should start 2 days after formwork started. Because realistically after the forms start, you can start the steel while the forms are still going. And I wrote that relationship as SS+2. But I also wanted to say that the steel can only finish after formwork finished. So I also wanted to write FF to the predecessor of steel, in addition to SS=2 I wrote before. But it didn’t allow me and said I can not link the same activity twice. How can I tell the program that the reinforcing steel needs to start 2 days after the forms start, and it can only finish after the forms are finished?

I'm afraid that is not possible in Project. Consider breaking the placing of the steel into two tasks -- those that can happen concurrently with Forms and then a separate tasks for those placements that require the forms to be finished.
