Default MS Project Holiday

Hello. I am trying to schedule "black-out" days for our IT Department. During this time we are still working, however, User Acceptance Testing and Production is totally off limits. Basically, it's a system shut down. I need to reflect this in my project plan, but I can't figure out how. It's not a vacation. I set it up as a new calendar, but I don't know how it would operate. HELP!!!!!!!!!!
