anyone know how to get Instant Message to work in Outlook 03

I tried to enable instant messaging in Outlook. When the Person's Smart Tag pops up, there is no option to send an instant message. Is this something that needs to be enabled by an administrator? In some cases, I see the option, but I can't click it - it's grayed out. Please help.
