Default Transparent Tool is "Transparent"

What happened to the tool (I think it was the transparent tool) that was used in older versions of the picture toolbar that, with one click, would make a background fill transparent?
Any help would be greatly appreciated.

Select the pic, and on the Format tab, click Color. Set Transparent color is at the bottom.
