Are you not able to access the Photo Album feature via the Insert Tab?
Insert > Picture > New Photo Album > Insert pictures from > Files/Disk > Navigate/Locate Images/photos > Select > Insert Text Boxes if reqd > Create. Edit/Add content to first opening slide and add/edit text to inserted Text Boxes if added. The example below uses PowerPoint 2003.
