Default Master Color Palette

Hi all,
We are creating a PPT template for a company of about 50 so they can quickly make uniform presentations. We've gotten it all done (master slide layouts are complete including a color palette). The challenge we face now is how to share the color palette or have the palette transfer with the template. It seems the Palette we've created stays with the computer and is not transferred with the template. Is this really working as intended (can you really not share a palette with a template?), or do we need to do it a different way?

We found some plugins that help facilitate making new colors in a theme, but the theme still doesn't reside with the presentation. We don't know how to share the colors easily so that the branding colors are consistent for all users in the company.
