Default can I get an outline pane/bookmarks in XPS

I have a multi-page organisation chart I want to distribute as an .xps file, where the Outline tag shows the title for each slide.



How can I get this outline to show up in the .xps file? The viewer just tells me "the outline pane is unavailable for this document".
