An animation created in pwrpt 2013 is hiccuppy in 2007. Why?

Created what appears to be a hotplate, colored in brown gradients as if it had been used a long time for cooking. Behind the message on the plate, a light passes by from left to right, glowing through the letters. When running on a different computer in pwrpt 2013 this action was smooth. However, when running in pwrpt 2007 powered by a Quantum Bytes unit

Why is this?
