Default Powerpoint 2008: How do I add an editable picture box in the background of a master layout?

I'm trying to add an editable picture box in the background of a master layout, where there are also going to be non-editable graphics over the top of it. Is this possible? At the moment it looks fine in the master layout but when applied to a presentation the picture box comes to the front and covers everything else.



Any thoughts?
