Default Insert image (jpg) error - incorrect size listed as 100%

I am inserting images (jpgs), but the incorrect size is listed as 100%: i.e. the images are inserted and shown as smaller than they should be as detailed in their properties / metadata.

I have inserted one image and the 100% size is shown as height 12.57 cm width 17.78 cm but when I insert another image that has the same dimensions in the jpg properties it is inserted as height 17.96 cm width 25.4 cm (this is the correct 100%). This is happening with more than one jpg.

I went into photoshop and increased the image size as a test, but the image insert in PowerPoint is still listed as height 12.57 cm width 17.78 cm.
