My fault in older version it was called "Control Toolbox" and is referred to as that by developers!
If you have enabled the DEVELOPER Tab (File > Options> Customize Ribbon > Tick Developer. Go to Controls - The last one looks like a hammer and wrench / (spanner if you are English). Click this and select Microsoft Web Browser from the list
