Disable compatibility view annoyance
How do I get this (see attached photo) from popping up everytime I resave the powerpoint?

If you clear the check compatability box (which I see you have) it shouldn't pop up when you just resave. It will if you save as though.
In my experience to turn off the message alltogether you have to modify the registry. |

Just Save As PowerPoint 2013 format: pptx, ppsx..
