Default Change handout master in PowerPoint custom template

We have created a design template with a custom slide master. When applied to new presentation OR when a new presentation is created from the template, the slides are based on the slide master as expected.

In the custom template, I also changed the handout master to contain text and graphics desired in ALL NEW presentation handouts. However, in all new presentations (created or applied from the templates), the handout master does NOT reflect the changes made to the handout master, but instead is the default handout master. If I open the template, the changes to the handout master are there.

How do I get the custom handout master to follow all new presentations?
