Default Making text boxes with colored bar at the top

I'm trying to use this template to make a poster: (the first one on this page)

There are nice blue bars above the text in the thumbnail. However, when I open the template in power point, there are no text boxes - and when I add a text box it is just a normal text box and does not have a blue bar on the top.

Is this type of box a power point thing or a function of this template?
