Default "Action" from the File menu is missing

Hi Guys,



Hope you can help, we have a colleague who has been getting this issue in Outlook wherein when she opens up an email she has saved as a draft, the "Action" option on the File menu is missing.

I've tried to do a repair of MS Office, reinstall Outlook and as per suggestions in other sites, rename the outcmd.dat file but to no avail.

Launching Outlook in Safe mode does not seem to show that issue.

By the way, this happens regardless of what machine she uses within the network.

Any advise to resolve the issue would be much appreciated.
