Default Missing signature when sending via a link

using Outlook 2007 and 2010 - if I click on a web link or if an external program calls up Outlook to initiate a message, Outlook provides a blank e-mail without my default signature. (I understand that I can "insert signature") is there a setting to make Outlook insert a signature automatically in this scenario?
