Default invalid recipient

I receive a weekly email from a user that contains a Word document attached. I can view the email and the attachment in my POP3 Webmail system. However when the email is downloaded to my Outlook 2007 the attachment is not there and the body of the message says "this message was not processed because it contains an invalid recipient." Then the rest of the message is filled with characters and server talk. Below is a sample.

I have uninstalled my Outlook, created a new profile and tried several other options. I have also turned on the troubleshooting log, but that didn't tell me anything. Can you help me?

This may be an Outlook Cache issue:

Try to clear your NK2 files.

or

Start typing recipient (problem email user) in the "To" field and when Outlook attempts to autocomplete, highlight the entry and press Delete.
