safe sender list not workin

We have an old exchange 2003 mail domain and a new exchange 2007 environmennt. Mail from 2003 to 2007 is forwarded using smarthost edge.

A user complains that he received email in the junk email box.

The sender address is a mailbox on the exchange 2003 environment. He have put the address manually in safe senders list. Still he receives the email in junk email.

I verified the SCL on the header and it is -1

What can I do more than this?
