Default Mark as spam "this is spam" button missing

Hi, I searched the forum but can't find my answer.

After reformatting my PC, I reinstalled Office. Now the "this is spam" command has disappeared from my toolbar and I cannot find how to get it back. MS Office help is no help (which is the case about 50% of the time no matter how I reword searches).

This is not a great big deal, but I liked the option. I used to have Norton and switched to a different security program. Any chance this option came from Norton and not Office? Though how it ended up on my Outlook toolbar would be a mystery . . .
