Default Writing a custom action/rule to check outgoing emails

Hi all

Apologies if this has been posted elsewhere but I searched the forums a couple of times and coun't find anything.

I'd like to creatre a rule that checks each outgoing email:
If the email contains at least one email address not on the global address list then a yes/no box with a message appears. If yes is clicked, the email is sent, if no then the email is saved in drafts.

Is this easy to do - I guess I will have to use VBA but not sure what I have to call the code etc.

The rule you are attempting to create my require a custom action to be created. Customized rules are difficult to troubleshoot through as these rules are advanced entrees.
