Default Importing a .pst file, with a password? Huh?

Hello all,



I'm currently upgrading 45 laptops from Windows Xp Pro to Windows 7 Pro. I'm reinstalling Office 2007 on all the machine. I'm configuring Outlook and setting up everyone's .pst files and NK2 files. On 3 of the 9 i've upgraded, the .pst file is asking for a password before it will allow me to import it. The problem is, none of the 3 folks have placed a password on the .pst file. Is this common? I mean i've seen this 3 of 9 so far and do not want to continue to have this issue. Also, what can be done if no one remembers their password for the .pst file?
