Spent 1.5 days trying to get outlook working

I had to reinstall windows so had to reinstall Office and worse of all get Outlook to work which I always find is masses of grief.

I have Outlook 20231 now installed. I have my ISP settings put in. If I send an email I get it at my phone but I am not receiving any emails and I get send error:
