Default Filtered by Flagged Emails AND Arrange by Date

I'm using this version and oddly, using this search doesn't return any result for me:
followupflag:followup flag

If I use
IsFlagged:yes

It returns all emails with flags, including those which were completed previously.

I only want uncompleted emails with flags, arranged by date. What is the right search operator?
