Inquiring to see if there's an updated solution to issue. Article was published January 7, 2022.

Outlook adds unintentional line spacing in messages, specifically between lines that should have no spacing and between paragraphs that should have only single spacing. This happens when you receive a reply to one of your emails from someone who uses a web-based program such as Gmail. The issue occurs exclusively in Outlook's HTML mode because of the way the program treats line and paragraph breaks for web-based email clients.

Have you tried toggling that button at the top to make it a Text-only email, and then (if you want) toggle back to HTML-email? I have done this occasionally when I get some weird formatting in an email that I'm replying to.

Hi. Thanks for the reply. Do you mean in the Format Text tab to change it to Plain Text? That wouldn't suffice as the email would lose the color, hyperlinks etc. I even tried using the Clear All Formatting option on just selected portions of texts and that didn't work either.

Another angle i was trying to approach this was to change the way the the paragraph tag can be defaulted to use a line break instead. So far haven't been successful in finding a way.

Try selecting the entire message you are composing, and then...

Format Text > Paragraph > Paragraph Settings (which is the teeny-weeny icon in the lower-right corner of the "Paragraph" section)

Then change "Spacing Before" and "Spacing After" to "0 pt".

After you do this, you will able to manually adjust the weird paragraph spacing in your message.
