Sorry, I have no solution for you but a consideration: if you are using Outlook 2021 why does your log refer to Office16 folders ?
Microsoft once had a tool to clean up old installations before attempting new installations. Could be useful. Ps. my notes say that it was called: SetupProd_OffScrub.exe
