Default add live.com account to Outlook desktop

I am running Windows 11 and Office 365.
Outlook desktop is configured with a gmail account and works as expected.
The problem is when I try to add a live.com account, which uses the Exchange protocol. (I want the Exchange protocol so it will sync my Microsoft calendars, too.)

I can add the live.com account successfully with the "add account" wizard, but when I restart Outlook, the gmail account fails to sync. When I try to restart Outlook a second time, it fails to start up, and complains that it can't find account information. I think that it fails to create an ost file.

When I create a new profile and try to do everything again from scratch, it either fails with the same error, or it complains that the account already exists and thus cannot be added.

I have live.com and gmail.com configured properly on one machine, but I can't reproduce the success on my other machines.

I tried disabling antivirus and firewall and other security, but to no avail.
