Default Problems with Outlook

Hello everyone,
first of all briefly some information about me:
My name is Umberto and I work for a small town in Germany, exactly for the schools in this town.

The school secretary's computer connects to the internet via a government router. This new router from government does not allow the configuration of an email as POP3 anymore, but only as ActiveSnyc (security reasons).

I first exported a copy of the entire mailbox, after which I reconfigured the mailbox in ActiveSync and then re-imported the export as an archive.

However, if I now try for example to copy the old e-mails from the archive to the new mailbox, this does not work because the old one was configured in POP3 and the new one in ActiveSync. Likewise if I try to copy or move folder, contacts.

Do you have a solution to this problem? So that I can copy things between the two different mailboxs?

Now a question instead:
If I for example have a word file and inside it I have three hundred mail addresses, each separated by the special character ";" and I copy and paste all these mail addresses into the recipient field in Outlook does it work? Is it possible to copy so many addresses into the recipient field?

If yes, and then the person sends the e-mail, does the e-mail reach its destination or is it seen as spam?

I ask you this because the new router does not allow you to create Distribution groups and therefore it is not possible for the secretary to create a Distribution group for each class or one for example containing the parents of all classes.

That's why I asked if the alternative with word would work.

Regarding the reply from you experts, I thank you in advance and look forward to it.

Best Regards
Umberto
