Default rules problem, with forwarding

I asked a question before about how to forward all e-mail (without exchange server). The answer I got was to use the rule for "through the specified account". which I have done... there are no exceptions.. all e-mail is to be forwarded (this is in outlook 2003 updated with sp2).

But all of the email that comes into that account does not forward. It is very random which e-mails it misses... I cannot find a reason for the missed items..

Does anyone have any idea that can help me...

Thank you Randy
