Default are settings saved in application or in pst file

Forgive me if this is a stupid question, but are the settings we select in Outlook options saved in the pst file or are they saved in the App itself? I keep checking boxes that when I restart the software they are unchecked again. For example, "prompt for confirmation before permanently deleting a file".
