Default Problems with pictures in Outlook

In the last couple of weeks, one of the administrators in my office complained that she couldn't see graphics in Outlook emails on her Windows 7 computer. It just showed red x's with the "linked image cannot be displayed. The file may have been moved, renamed, or deleted. Verify that the link points to the correct file and location" message displayed. I went through a number of steps: creating a new temporary internet file folder, upgrading her from Office 2010 to Office 2016, and making sure IE was set to download encrypted files to disk. The only thing that seemed to help was the last point - at least I could get images associated with https to display. But images associated with HTTP will not. Today, the same behavior happened with two other computers in the office (yes, both Win7). I sent one of the non-displaying emails to my computer, a Win 10, and it displays just fine.
I guess I have two questions. One, did Microsoft do something in the last couple of weeks that would cause this issue? And two, is there any way to cure it short of upgrading to Windows 10? I planned to do it anyway, but this isn't a friendly way to speed up the process.
