Default Default reminder time for Tasks doesn't work

When I get an e-mail I need to act on by a certain date, I flag it with a custom date flag with the due date. I set a start date of a few days before. Then at the bottom of the dialog box, I also set a reminder. it always comes up as 8:00 a.m. I would like to set it to another default time (4:00 p.m.). I go to File, Options, Tasks, and under Task Options, I check the box for "Set reminders on tasks with due dates," and directly under that, I set "Default reminder time" to 4:00 p.m., and click OK. However, when I then got to set a reminder, the default time in the box is still 8:00 a.m. (See attached screen shot.) Any idea what is going wrong? Am I doing something wrong? Thanks for any help.
