Change Default Delay Delivery Time

Using Outlook 2013

Is there a way to change the default delay delivery time? Right now it defaults to 5:00 PM.

From my research, it looks as though it cannot be done. Just thought someone knows something beyond my research.

Your help is greatly appreciated.
