Outlook Not Launching

Hi,

Hoping someone can be of help to me before I rip out all of my hair!



Current Setup:
Windows 2003 Terminal Server (all service packed and fully uptodate)
Office 2007 (Again all service packed and upto date)

Scenerio:
Admin user logs into terminal server, launches outlook, word excel all fine. Standard user logs in launches word, excel fine but outlook says the following:

Cannot start Microsoft Office Outlook. The program is not registered properly. run setup again.

Work Carried Out:
Full removal and reinstall of office 2007.
Created new AD user.
Run numerous commands forund on the web regarding regsvr, safemode, navbar failure.

All failed.

If we log the user in and run the app as admin - it works fine.
If we make the user a power user or local admin - it works fine.

If anyone can shed som elight onto this i would be much appreciated.
