Default Multi-Calendar Organization And Consistency Issues

Hi all,
The company I work for has a domain for all of our emails and the o365 suite, including Outlook and Exchange. We have multiple calendars for multiple purposes, in the ballpark of 15 total shared across all accounts. To clarify, all accounts have access to all calendars. We have been trying for days to find a solution to organizing them into folders until an individual changes their position, with little luck. We did initially figure out how to create the folders and sort the calendars into them, but here's our problem - randomly, all of the organization we did becomes undone, folders, gone. Calendars, back to their original position. Deleted calendars, regenerated. To that point, we do not need or want calendars for birthdays, or holidays. And yet, even after they are deleted, Outlook sees it fit to regenerate them. Does anyone have a solution to this madness? Please reply with anything you have on this subject.
