Why can't I block emails addresses?

Use to go into junk folder - select all emails (that I wanted to block) click onto arrow next to Not Spam heading - select Block and it would block.



What it does now is bring up a grey box centre of page at bottom With option to view bock senders - which then opens up Junk Emails where you can add manually - If I add an email address here I am unable to save it? (plus I can't see the emails in my Junk folder to add?

any suggestion...
