Default Outlook 2019 will not allow changing rules

I recently upgraded to office 2019. When trying to look at “Rules” now I get a message telling me that I am “offline” and must go “online” to work with “Rules”.



Outlook is online.

Any advice on what is wrong that Outlook thinks it is offline in regards to Rules when in fact it is online?

Think I found the issue. Seems Skype was doing something to keep it from working. Once I signed on to Skype it started to work properly. Don't know why as I've never used Skype!!!!

It could be that signing into your MS account—probably the same as your Skype account—is what it means by 'online'.
