Default Can't reset Outlook password

I had a really big problem with Paypal, and needed to create a new email account so I could create a new Paypal account. I never use that email address, except to sign into Paypal. Consequently, I don't have any "sent" messages or recipients I can refer back to.

I needed to get into that email to track shipment of a package I'd ordered and paid for with Paypal. But I forgot my password. In order to reset it, I have to provide Microsoft with a list of Sent mail recipients and the complete Subject line of those messages. There are none - It's just a Paypal purchase confirmation depository, not a live email account.

I'm apparently locked out of the account for good because I can't provide them with the information they request...because it doesn't exist.

Am I right that there are no other options to get into that account? Do I have to create a NEW email address and NEW Paypal account? Why won't Microsoft help me by requesting information I actually have?
Any suggestions?
